\nVreau sa studiez cum se impaca la ei societatea civila cu statul, mai ales miscarile neformale, organizatiile underground, neoficializate. Daca si cum sunt protejate de stat. Vreau sa aflu cit de greu le este sa supravietuiasca, cum se intrunesc, cum pot organiza proteste. Ma gindesc chiar sa incerc sa fac cite un protest la ambasadele ambelor state romanesti. La cea moldoveneasca vad pe web ca s-a protestat chiar acum citeva luni<\/a>, iar cea romaneasca, se pare, nici nu are pagina electronica.
\nMi-as dori totusi sa folosesc toate oportunitatile aflarii aici si, pe linga programul interesant si plin al organizatorilor, as vrea sa am intilniri, discutii edificatoare. Din pacate cam toate resursele web lesesti sunt exclusiv in poloneza si imi e foarte greu sa ma orientez. Probabil si multi dintre cei cu care as vrea sa discut – fosti si actuali militanti – nu prea vorbesc engleza, rusa, franceza.
\nDe aceea rog pe acei care sunt aici sau au mai fost sa ma ajute cu niste sugestii, indicii, repere.<\/p>\n

Chiar daca se modifica in fiecare zi, vedeti va rog mai jos propunerea mea initiala de subiect, poate va ajuta sa ma ajutati. Stau aici pina pe 13 octombrie.

Relations between public administration and third sector:
\nlegal framework and practical experience
\nfocusing on:
\nNon-formal associations, initiative groups, underground movements
\nand their role in a democratic society.<\/em>Civil society, especially non-political and-non-profit organizations are very important part of a democratic society. This importance is more actual in new democratic states, countries with a dictatorial, totalitarian past and with a communist present. Long transition is also a risk situation for democracies, and this is the case of my country.
\nIn Moldova old legal rules are not used, because of the birocracy, lack of justice, and new laws are difficult to elaborate and vote, because of poverty, non-experienced and instable political class.
\nThat’s why number of registered NGOs is increasing, but public presence of associated people is attenuating, or their impact in decision making is powerless. More and more people choose to emigrate, go act underground or prefers to do nothing.
\nBut not only press, registered NGOs and official political parties can make changes, also non-formal associations, underground movements are an important and legal, democratic part of civil society.
\nHow are they protected by & from the state?
\nWhat’s the general situation in Poland, in all European Union with the non-profit civil society, how are treated official and non-formal NGOs by state and by law, how can we use these models, or how can we avoid possible negative experiences?
\nThere is a need in good, deep analyses in Moldovan society. I think more social activists, politicians, law makers should be involved in researches abroad to contribute quick and efficient in solving local problems.
\nThis research will be useful here and now, because in our country there are a lot of problems between the official representatives of the state – Government, local authorities and the third sector – either registered and non-formal associations. It is also important to do it now, when in Moldova there are many discussions in the Government and Parliament, also in the civil society about the legal framework of the NGOs. After voting a high speed Law on non-commercial associations, there are discussions about the need to make another, newer, more efficient and democratic law. Initiatives come both from political part and from third sector also, some are also recently voted in the Parliament as draft-projects.
\nI want to find and visit as much as possible NGOs, especially non-formal, unofficial groups to study their problems, good experience, laws and regulations, practical situations regarding and involving all kind of associations.
\nHow are they founded, how\/if are they registered, how and what kind of reports they provide to the state institutions. How the state control, protect\/press them.
\nI intend to visit their offices or meeting places in Warsaw and other places, to participate at their actions as volunteer, or just interview leaders, some members, beneficiaries and sponsors.
\nAlso I want assist at the public trials where files involving active or passive associations are judged, to participate in other discussions or events related to this subject where there will be public access. This information I need to understand better how is applied the law, how people use it.
\nThis way I hope to find how they survive and act in European Union, especially in Poland, to provide for my NGOs, all Moldovan civil society and to the Government a model or at least some advices, based on relevant polish examples.
\nI’m familiar with the non-profit sector in Moldova, acting for several years in this field as volunteer, member, team leader, project assistant or manager, also as member of the staff in a couple of the most active associations in Moldova, I participated, representing my NGO and human rights sphere of activity, in the Moldovan Council of NGOs, as official member, for three years starting 2003. Now, we are invited at the public discussions initiated by media, other associations, public state institutions, etc. We edit and manage an influent web-portal and an independent free speech newspaper, so we can, using at least these instruments, to influence official decisions after this research.<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"
